Due to the "'PACT Act" Prevent All Cigarette Trafficking Act of 2009 passage on March 11, 2010.

1.      Roll your own cigarette tobacco is now defined as a cigarette for the purpose of this Act.
2.      Roll your own tobacco is now defined as a cigarette for the purpose of this Act.
3.      This Act prevents the sale of cigarettes without a face to face delivery method.
4.      This Act prevents the sale of cigarettes via the US Postal Service.
5.      This Act prevents the sale of cigarettes to anyone under the age of 18.
6.      This act requires all retailers to require proof of age at the time of sale of cigarettes to anyone under the age of 27.

7.  This Act exempts cigars:  Sec. 2, Section 1 Definitions, Paragraph (2)(B) Exception - The term cigarette does not include a cigar (as defined in section 5702 of the Internal Revenue Code of 1986).  Section 5702 Definitions of the IRC of 1986 Subsection (a) Cigar means any roll of tobacco wrapped in leaf tobacco or in any substance containing tobacco (other than any roll of tobacco which is a cigarette within the meaning of subsection (b)(2)). Subsection (b) (2) Cigarette means (2) any roll of tobacco wrapped in any substance containing tobacco which, because of its appearance, the type of tobacco used in the filler, or its packaging and labeling, is likely to be offered to, or purchased by, consumers as a cigarette described in paragraph (1).

As of June 22, 2010, any tobacco for making your own cigarettes cannot be sold to anyone via mail order or the internet.

We will still be able to offer our special blends of pipe tobacco, premium imported and domestic cigars, and tobacco accessories via our internet site and via mail order.

We cannot suggest using our special blends of pipe tobacco as an alternative to cigarette tobacco because that would go against the PACT Act.  We cannot sell it in kit form for making cigarettes.
